Summary

Refs #546. The phase-2 paragraph in ADR 0039 listed four follow-ups as prose, so none of them had a tracker entry. Each one is now an issue, and the record links it.

  • #560 publish madtea through the omp plugin marketplace channel
  • #561 port the PreToolUse guard hooks to pi's tool_call contract
  • #558 write pi profile-scoped MCP config
  • #559 check whether omp imports the existing claude-plugins hooks as-is

#561 depends on #559, because a yes there shrinks the port to documentation.

adr check: OK, 39 records.
