Phase 2 of ADR 0039 (docs/decisions/0039-pi-first-class-harness.md). Refs #546.

omp reads claude-plugins marketplace entries per its context-files docs. If that discovery path imports the madtea claude-plugins hooks unchanged, then the hook port is a documentation task, not a rewrite.

Do this one first: its answer sets the size of the hook-port work.

Acceptance criteria:

Install the published madtea plugin into a test omp profile and record what omp discovers.
State whether the PreToolUse guard hooks fire under omp, per hook.
Write the answer into ADR 0039 More Information with a dated citation.
