Summary

Add the bucket's README, adapted from the sixfold_space/homebrew-tap sibling:

  • Codeberg-specific install instructions (scoop bucket add with full URL, then scoop install)
  • what's-inside table (madtea)
  • note that manifests in bucket/ are generated by GoReleaser on each release - no hand edits or version-bump PRs
  • issue routing to the madtea tracker
  • pointer to COPYRIGHT

COPYRIGHT already landed on main (4afaf02); manifests are pushed automatically by madtea's .goreleaser.yaml scoops section.
