Summary
The adr help still described a legacy numbering mode for docs/adr/. That layout is removed, and every adr action refuses it. The help now says only that numbering lists docs/decisions/ on origin.
A new test, TestADRTopicNamesNoLegacyNumbering, fails on the old text and passes on the new one. The full gate passed on this commit.
Closes #831
