Summary
adr check now resolves a record's links to records in another repository through the forge: it fails on a dangling cross-repo citation, on an impacts repo with no record linking back, and on a one-way pair, the same two-way rule supersession already uses. A record with no impacts and no cross-repo citation is unchanged. The forge-read skip flag is renamed from --skip-remote-issues to --skip-forge-checks (MCP skip_forge_checks), with no alias, and it names each check it skips. BREAKING: --skip-remote-issues and skip_remote_issues are removed with no alias.
