Summary
I move the forge-test rules into one record. 0052, proposed, holds four rules: forge tests run against throwaway Forgejo and Gitea servers with no fakes; they run as a non-root user and never disable a forge's root-refusal; the local gate runs them only inside an Incus VM; and only cmd/madtea-dev and _test.go files import internal/testforge.
0017 drops its misfiled forge-test paragraph and points to 0052. 0014 points to 0052 for the import rule. 0022 now says 'forge tests' in place of 'fake-server tests'.
0052 stays proposed until the harness (#677) and the rest of #674 land. Refs #695.
