Summary

Follow-up to PR #547, discovered by running the FULL local gate (per review):

  1. ADR 0039 proposed -> accepted (record + index row), with confirmation
    evidence (PR #547, merge 36d66f47). Also added the required back-citation
    comment on #546: the remote adr-check leg (C11) refuses an accepted record
    whose linked issue is closed without naming the record.
  2. staticcheck v0.7.0 -> v0.8.1 (setup-dev.sh + ci.yml pins, kept in sync):
    v0.7.0 cannot decode Go 1.27 export data ("version 4 > maximum supported
    version 2"). Direct consequence of the forward Go bump; v0.8.1 is clean
    on the whole tree.

Gate evidence: ./scripts/gate.sh (full, incl. remote adr-check, staticcheck,
govulncheck, gosec, modernize, mcp-conformance) PASS, exit 0, go1.27.1.
