Summary

CI has failed on adr-check since the records moved to docs/decisions/: in MADR mode the check reads each record's linked issues on the forge, and CI has no madtea auth.

  • adr check --offline is now adr check --skip-remote-issues (MCP skip_remote_issues). It checks only the local record files. The check's --offline never shipped, so no user loses it. adr new --offline is unchanged.
  • gate.sh gains --skip-remote-issues, passed to adr check. CI runs gate.sh --no-conformance --skip-remote-issues. A local gate still checks the linked issues with my own auth.
  • ADR 0036 records the decision: a CI result must depend only on the commit, and CI holds no madtea credential.
  • Help topic, parameter docs, the generated reference, COMPARISON.md, docs/contributing/ci.md, and scripts/README.md updated.

Verified: full local ./scripts/gate.sh passes (18 steps, adr-check online). ./scripts/gate.sh --fast --skip-remote-issues passes, which is the path CI takes.
