What to change

Delete the Tracking: line from each record that has one: 0001 to 0027, 0029 to 0039, and 0041 to 0044 (42 records). Most of them point at a tracker that no reader can open, for example "internal pre-Codeberg tracker (1621)". The Decision issues: list names the issues that matter.
Delete the stray </content> line at the end of 0027, 0028, 0029, 0030, and 0031. 0027 also ends with a stray </invoke> line.
Make record 0035 and its index row agree. The record says accepted and 2026-09-08, and the index says proposed and 2026-09-14. I decide which status is true.

Acceptance

git grep -n '^Tracking:' docs/decisions finds nothing.
No record contains </content> or </invoke>.
The index row of 0035 matches the record.
adr check passes.

Done in #667: every record's Tracking: line and stray tag is gone, and the index row of 0035 says accepted, as its file does. adr check passes online.
