docs/decisions/0060 is accepted and lists this issue as its decision issue.
A docs-only run prints hook-tests, adr-check, and doc-tests, each with its own result.
A staticcheck finding prints GATE: FAIL (lint) and starts no heavy step.

docs/decisions/0060-docs-only-gate-runs-the-doc-checks.md records two gate rules. A docs-only diff runs hook-tests, adr-check, and the internal/docs tests, in parallel. In the full gate, staticcheck and modernize run after the cheap checks and before the heavy block, and a finding stops the gate there.
