What to build

A decision record in docs/decisions captures the gate structure: the default
run is fast and scoped to the change by explicit targets; a scoped target
fails closed when the diff exceeds its scope; the heavy forge tests run as
their own stage in CI and on demand, not in the default run; the formatter and
Go linters run behind golangci-lint; each check states what it proves and
needs.
The record follows the MADR shape the adr check enforces, and cites its
decision issues.

Acceptance

A docs/decisions record states the structure and its drivers, and the adr
check passes on it.
The record cites its decision issues.
