Delete branch "%!s()"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
madt_issues action=comment_deleteandmadt_prs action=comment_deletepermanently delete a comment in one call. There is no confirmation and no restore. I watched an agent delete 20 issue comments this way today.madt_prs action=review_comment_deleteis the same case.ADR 0029 puts irreversible destruction under strict omission. Issue, release, repo, tag, and wiki page deletion are not madtea operations, and the tool descriptions point to the forge web UI instead. A deleted comment is just as unrecoverable, but its delete is still on the agent surface.
Expected: comment deletion follows ADR 0029. Omit it from the agent surface, and name the forge web UI in the refusal.
