Context

gofumpt -l . lists 65 files. The tree is already gofmt-clean; gofumpt is
stricter. gofumpt output stays gofmt-clean, so the existing gofmt step keeps
passing.

What

Land as two reviewable commits:

gofumpt -w .: mechanical, with no manual edits. Verify by re-running the
command, not by reading the diff.
Enforcement: add a gofumpt step beside gofmt in the cheap section of
scripts/gate.sh, using the same capture-and-fail pattern. Pin the gofumpt
version in scripts/setup-dev.sh and .forgejo/workflows/ci.yml, which keep
their pins in sync per their own headers. Add the command line to the
CLAUDE.md command list.

Acceptance

gofumpt -l . prints nothing.
./scripts/gate.sh --fast is green.
go test ./... is green.
