Minor legibility follow-up from #371.

#371 moved the madt_init MCP tool from the cli-workflows group to cli-setup, where a reader looks for how to bootstrap a repo. The CLI command madtea init stayed in the Workflows domain (CLIPrefixes). So the two surfaces of the same operation now document on different reference pages: docs/reference/cli-setup.md carries the madt_init MCP section but not the madtea init CLI command, and docs/reference/cli-workflows.md carries the CLI command but no longer the MCP tool, with no cross-link between them.

Not a bug, no test or gate failure - a small consistency wart a reader could hit when looking for the CLI equivalent on the Setup page.

Options

Move the madtea init CLI command to the Setup domain too (both surfaces render on cli-setup).
Add a cross-link between the two pages.
